Smith of Phelps discussed disaster relief services with a Red Cross worker yesterday in Pike County. Flood victims apply for federal disaster aid Associated Press MUNCY CREEK, Ky. The 70-foot trailer that James Nolan once called home now rests at the edge of an embankment, listing like a grounded ship. "It's bad to see it like this," said Nolan, whose family was among the 680 forced to flee two weeks ago when heavy rains and flooding swept through parts of Eastern Kentucky.

President Bush has since issued a disaster declaration making federal aid available to flood victims in Clay, Floyd, Leslie, Letcher, Knott, Jackson, Magoffin, Owsley, Perry and Pike counties. State and federal relief agencies opened four centers Wednesday and Nolan turned in his application. Officials said they expect to have received about 900 applications when the centers close at 6 tomorrow. Don Armstrong, a spokesman for the state Disaster and Emergency Services Division, said officials decided to keep an application center in Whitesburg open two days longer than planned because demand was higher than anticipated. Both Nolan, 24, and his wife, Serina, said the aid process seemed to be working.

Relief workers at the Richard M. Nixon Center Gymnasium in Hyden told Nolan that they would inspect his trailer in several days and that he probably would be eligible for a grant. Grants of up to $10,000 are available. Relief workers will begin issuing checks about two weeks after applications are processed, Armstrong said. Last week Serina Nolan went to an American Red Cross relief center in Clay County to replace the family's winter clothing, which was destroyed in the flood.

She said the Red Cross gave her $741, which she used to buy coats, shoes and sweaters. "They were really nice to us," said Serina Nolan, who said she was unemployed. The Red Cross also promised to help the Nolans find an apartment. Like many victims, they have been living with relatives since the floods. Bobby Roberts, 34, of Leslie County has been living with his mother since Rockhouse Creek poured over its banks and into his house, destroying a television set, stereo, two beds, two couches and a water heater.

He came to the relief center in Hyden seeking a grant or loan for what he estimated was $10,000 in flood damage. The creek "never got up that high before, and I've lived there for 34 years," Roberts said. In addition to the center in Hyden, flood victims may apply between 8:30 a.m. and 6 p.m. today and Saturday at three other locations: Floyd County Allen Park Recreation Center conference room off Ky.

Clarence Wyatt, retired coach at Berea College, dies dang From Staff and Special Dispatches BEREA, Ky. Clarence "Coach" Wyatt, retired athletic director and basketball coach at Berea College, died Wednesday at Berea Hospital. He was 80. During his coaching career, Wyatt won state championships in three levels of competition. Before joining the Berea faculty in 1942, he coached the Hazel Green High School basketball team to a state championship in 1940.

He then went to Sue Bennett Junior College in London, where his team won the state junior college championship in his first season. He was hired by Berea the next year and won the Kentucky Intercollegiate Athletic ConTerence championship in 1955. He considered his most memorable experience to be the State Deapartment tour of four countries in the early 1960s, when he presented basketball clinics in Iceland, Paki- stan, Finland and England. In his honor, Berea College now gives the Coach Wyatt Award annually to the senior athlete who best embodies the traits of skilled performance, versatility, academic prowess, positive personality and energy in a variety of sports. Wyatt was a member of the Kentucky Education, National Education and National Basketball associations, and Berea Lions Club.

Survivors include his wife, the former Freda Little; a daughter, Ann Singleton of Coral Springs, five brothers, Hobart Wyatt of Livingston, and Oscar, Bonnie, Glenn and Daniel Wyatt, all of Hamilton, Ohio; a sister, Marie McQueen of Hamilton; and two grandchildren. The funeral will be at 11 a.m. tomorrow at Osborne-Wray Funeral Home in 1 Berea, with burial in Richmond Cemetery. Visitation will be at the funeral home after 6 p.m. today.

Man killed, 2 hurt in Harlan fire 2 Associated Press HARLAN, Ky. A 65-year-old Harlan County man died in a fire at his home Wednesday that injured his wife and a firefighter. Eugene A. Louisvillian faces many charges after Indiana chase Associated Press COLUMBUS, Ind.

A Louisville man was being held yesterday on multiple charges, including burglary and theft, after police were led on a 13-hour search across Southern Indiana. James L. Webb, 28, who had been paroled a week earlier from a Kentucky prison, was arrested Wednesday while hitchhiking in Brown County. He was being held without bond in the Bartholomew County Jail on preliminary charges of burgiary, theft, criminal recklessness and two counts of possession of stolen property. He faces an initial court appearance today.

Webb is suspected of entering Dunn Memorial Hospital in Bedford, and abducting a female employee at gunpoint about 10 p.m. Tuesday. The woman escaped at a nearby service station after she said her car needed gasoline, police said. Webb is suspected of then stopping another motorist at gunpoint about three miles north of Bedford and forcing him to drive to Indianapolis. James D.

Hall, 31, of Oolitic, was released unharmed at an Indianapolis intersection, where he flagged down a police officer. After a sports car parked along an Indianapolis street was stolen, police chased it down Interstate 65 to Columbus, where the car was abandoned at a service station about 3:30 a.m. Wednesday. The driver fled on foot, and Bartholomew County sheriff's deputies searched for him with dogs, but were unsuccessful. A Brown County deputy spotted a man hitchhiking near Gnaw Bone about 5 a.m., but the man fled.
